Clarissa Morán Oliveira holds a Bachelor of Laws and Political Science, as well as a Master of Laws (LL.M.) in International Commercial Law, bringing over 26 years of professional experience. Her career includes practice both in Panama and abroad, particularly in London, England, as well as Mexico City and Toluca, Mexico.
Within the legal community, she served as an Alternate Magistrate on the Court of Honor of the National Bar Association of Panama from 2021 to 2025.
In the public sector, she was part of the Panamanian Foreign Service as a Legal Advisor and Head of the Consulate of Panama in Mexico City. She also held the positions of Head of the Legal Advisory Office at the National Institute for Professional Training and Human Development (INADEH) and Collections Manager at the National Mortgage Bank.
Within the Panama Maritime Authority, she served as Head of the Quality and Quality Management System Department, Deputy Head of the Control and Compliance Unit, and Deputy Head of Maritime Training—all departments under the General Directorate of Seafarers. This experience has allowed her to develop extensive knowledge of maritime regulations, seafarer training, and compliance and quality management systems applicable to the sector.
Internationally, she worked for the law firm Morgan & Morgan in London, England. She also has teaching experience as a professor at the Universidad del Valle de Toluca and the Autonomous University of the State of Mexico (UAEM), both located in Toluca, Mexico.
